Deuteronomy 18:22

22 When a prophet speaks in the name of [the Speech of] Yahweh, if the thing does not follow, nor come to pass, that is the thing which [the Speech of] Yahweh has not spoken: the prophet has spoken it presumptuously, you will not be afraid of him.
