Ezekiel 19:3

3 And she brought up one of her whelps: he became a young lion, and he learned to catch the prey; he devoured man.

Commentary

Adam Clarke
Verse 3 She brought up one of her whelps - Jehoahaz, son of Josiah, whose father was conquered and slain by Pharaoh-necho, king of Egypt. It learned to catch the prey - His reign was a reign of oppression and cruelty. He made his subjects his prey, and devoured their substance.
Pulpit Commentary
Eze 19:3

The whelp, as Eze 19:4 shows, is Jehoahaz, also known as Shallum (Jer 22:11), who "did evil" in the sight of the Lord (2Ki 23:32), the words that follow pointing to cruelty and oppression like that of Zedekiah. The passage finds a somewhat striking parallel in AEschylus, ’Agam.,’ 695-715.
