A single notice in 1 Samuel describes the standing recruitment policy of Saul's reign — every able warrior pressed into the king's service against the Philistines.

Saul's Recruitment of Warriors

The verse summarizes the constant warfare and the constant intake of fighting men: "And there was intense war against the Philistines all the days of Saul: and when Saul saw any mighty man, or any son of valor, he took him to himself" (1Sa 14:52). The selection is by visual judgement of strength and courage, the recruiting officer effectively being the king himself, and the condition of war is described as continuous rather than seasonal — explaining the need for an ongoing draft of fresh troops.
