Helbah is a town in the inheritance allotted to the tribe of Asher. The single mention places it in a short catalog of cities Asher failed to take from the Canaanite inhabitants.

A Town Asher Did Not Drive Out

The settlement appears in the failure-list of Judges 1, where the conquest report flips into a tally of incomplete dispossessions: "Asher did not drive out the inhabitants of Acco, nor the inhabitants of Sidon, nor of Ahlab, nor of Achzib, nor of Helbah, nor of Aphik, nor of Rehob" (Jud 1:31). Helbah is grouped with Phoenician coastal centers (Acco, Sidon) and with neighboring inland towns whose Canaanite populations remained inside the territory drawn for Asher.
