A minority report is a dissenting account given by a smaller group within a larger body charged to investigate or evaluate, the clearest biblical instance being the report of Caleb and Joshua against the ten other spies sent into Canaan. The pattern recurs wherever a faithful few stand against a prevailing majority's assessment.
