Shemeber

Shemeber is one of the five city-kings of the plain who took the field against the eastern coalition led by Chedorlaomer.

King of Zeboiim

Genesis introduces him by name within the ledger of allied rulers facing invasion: "that they made war with Bera king of Sodom, and with Birsha king of Gomorrah, Shinab king of Admah, and Shemeber king of Zeboiim, and the king of Bela (the same is Zoar)" (Gen 14:2). Shemeber appears nowhere else; he is fixed in the narrative as the ruler of Zeboiim at the moment the cities of the Jordan plain were drawn into the war that swept up Lot.
