Shoa
Shoa appears once, listed among the eastern peoples Yahweh summons against Jerusalem in Ezekiel's oracle against the unfaithful sister Oholibah. The name sits between Pekod and Koa in a roll-call of Babylon's allies.
Among the lovers turned enemies
In Ezekiel's vision the powers Oholibah once courted are gathered against her:
the Babylonians and all the Chaldeans, Pekod and Shoa and Koa, [and] all the Assyrians with them; desirable young men, governors and rulers all of them, princes and men of renown, all of them riding on horses. (Eze 23:23)
The passage groups Shoa with Pekod and Koa as part of the Babylonian-Assyrian coalition — a place or people known to the prophet's audience but otherwise unidentified in scripture.
